Senior Data Analyst

Lead Data Analyst for a $500M Federal aid program. Collects, analyzes, and reports performance data using R, Python, SQL, Excel, and Power BI. Uses exploratory and confirmatory data analysis to understand impact of highway construction projects. Reports all business plan and risk control results to leadership using dashboards and data visualization. Delivers process improvement using Agile, Scrum, DMAIC frameworks, value stream mapping, root cause / 5Why analysis, control charts, FMEA, and other risk management principles. Responsible for the training, team building, mentorship, and morale of 4 direct reports. Business results include: • Led a 12-person group of urban planners, engineers, and traffic specialists charged with forecasting highway fatalities, serious injuries, and pedestrian accidents using machine learning and visualizations in R (tidyverse / ggplot) and Python (pandas, numpy, scikit-learn, matplotlib). • Established data workflows to include reporting deadlines and assisting colleagues with retrieving, wrangling, cleaning, analyzing, and visualizing data using R, Python, and SQL. • Developed over 25 financial and operational dashboard measures using SQL, Power BI, and Excel to track efficiency, effectiveness, and compliance. • Re-engineered the organizational assessment process using value stream mapping, focus group interviews, and surveys resulting in a 15% decrease in processing time, better strategic planning, risk evaluation, and requirements identification for Construction, Safety, Planning, and Operations programs. • Coached 20 colleagues through Lean-based, process reviews to include coaching on scoping, sampling and stratification techniques, data collection, analysis of results, and driving improvements with controls. • Used change management methods to transition to a risk management culture to include coaching staff on how to develop risk registers and managing control strategies for over 20 individual program areas.

Lean Six Sigma Black Belt Project Manager

Lean Six Sigma Black Belt project manager for a cross-functional, 9-person team charged with reducing geographic relocation (stationing) process lead time for US Army Reserve units located across the United States. Report all project financial and operational highlights to senior military and civilian officials using PDCA and DMAIC frameworks. Assist organization Business Transformation Director with establishing an organization-wide, continuous improvement mindset, and Lean culture to include tracking all training, process improvements, business metrics / indicators, and budget requirements. Responsible for mentoring other Lean Six Sigma Black Belts and Green Belts on use of Lean and statistical tools as well as attend and support project status update meetings. Work performed as a US Army Reservist. Business results include: • Reduced customer stationing packet processing lead time from 240 days to 120 days equating to $6,000 per packet in cost savings using DMAIC framework to include project charter, Gantt chart, value stream mapping, Ishikawa diagrams, data collection instruments, and used inferential statistics to verify results of improvements. • Designed a database used to track the processing of stationing packet requests using wire diagramming and other UI / UX tools. • Conducted project and program risk analysis using FMEA, risk registers, and communicated results to senior leadership and stakeholders. • Mentored 3 other Black Belts and 1 Green Belt on use of continuous improvement tools and aligning results with strategic goals and objectives for a 5,500-person military organization. • Created and deployed survey tool to over 600 personnel to measure user form usage resulting in 20% response rate, analyzed and published results in Excel. • Assisted Business Transformation Director with developing a portfolio of quality initiatives, project selection criteria, and executive sponsorship.
