Electrical Power Distribution Subject Matter Expert

Partnered with the Tank Farm Prime Contractor (177 underground nuclear/ chemical waste tanks + waste management facilities) to ensure the electrical distribution system (a 40-60 year old system) will be fully operational and capable of supporting 24/7/365 operations of direct feed low activity nuclear waste to the Waste Treatment and Vitrification Plant, and to process the secondary waste streams resulting from waste treatment. Provided oversight of electrical safety, LOTO, design reviews, sub-contractor EPC activities, and monitored/evaluated adherence to company standards and policies, NEC, state and federal laws, DOE orders, and contract requirements. We are working closely with operations and maintenance to develop the first Hanford Site equipment health program that will incorporate Reliability engineering elements to facilitate systems engineering analysis for reporting real-time system health and reliability metrics. Nuclear Analytical Laboratory electrical oversight similar to that of the Tank Farms contractor, but on a much smaller scale and smaller staff. Provided value to DOE as a technical lead and source evaluation board member to evaluate proposals for the new Tank Farms contract, a $10.2B/10yr contract. This was a three-year effort. Provided electrical systems safety oversight for the electrical distribution construction project at the waste vitrification plant at Hanford Site to ensure compliance with the NEC, electrical safety standards, compliance with state & federal laws and DOE orders, and adherence with their contract's SOW. This project required oversight of both LV (120, 277, 480 volt distribution and systems) and MV (4160V and 13.8kV power distribution and systems). Distribution was above and below ground and throughout each facility which included a redundant primary power distribution system, controls, and operating equipment, and safety class power distribution for nuclear safety systems.

Chief of Tech (Director: Engineering, Technical Services, and Regulatory Compliance)

Supervise technical staff responsible for the operations, maintenance, and capital improvements of the Lower Monumental Dam, which included five major industrial functions: Grid level hydro-electric power generation (850MW) River navigation (navigational locks to transport boats above/below the dam) Fish ladder operations (allowed spawning fish to migrate above/below the dam) Fish facilities and barging operations (segregated fish by size and species to barge fish from the river out to sea to reduce stress on young fish) Maintenance of recreational areas controlled by the U.S. Corps of Engineers The technical staff included staff engineers (mechanical, electrical, WEC/ NERC reliability), district matrixed engineers (mechanical, electrical, structural, biological), engineering technicians (both staff and matrixed), staff and matrixed environmental and safety compliance specialists. As the Chief Engineer and project manager for multiple projects performed on the dam, it was my responsibility to coordinate the use of the Project Management Business Plan for new improvement/repair projects. My staff provide engineering and technical service support for both large and small capitalized projects, provided contractor oversight during work, and provided technical expertise to in-house craft labor to facilitate safe and efficient equipment maintenance and repairs. I also engaged my staff in performing risk assessment prioritization for equipment modifications for the dam, and we coordinated reliability centered maintenance both in job plans and equipment selection. Additionally, as a member of the Walla Walla District's Chief of Tech. (COT) Board, I interfaced with COT's from five other dams to perform a risk priority analysis of each dam's capital project needs for development of new projects and contract acquisitions supporting budgetary information for the Federal Office of Management and Budget submittal to the President's budget for the Walla Walla District.

Infinia, Corp. was an alternative Energy Startup company, funded by venture capitalists and other investors, for the purpose of design and development of the Power Dish system. A power generation system using focused solar energy to heat and operate a sterling engine to generate single and three phase power in a hermetically sealed body. Test development engineer: Test team leader responsible for system wide test design, construction, monitoring, support and reporting of test results. Responsibilities include: - Writing test plans - LabView code development & maintenance to control and monitor test fixtures and capture test results - Supervising test technicians - Responsible for design and EPC of the PowerDish test site - Implementing verification testing to verify design and calculate reliability of a design components and subsystems - Help design engineers develop test methods to demonstrate their design's capability of meeting reliability apportioned targets for their area of responsibility - Strategic consulting on reliability issues and proper DFMEA/PFMEA development and consulted management on testing results and interpretations, provided a roadmap for apportioned reliability improvements sequenced to meet targeted goals.
