• Managed budgeting, accounting, and property for the Ministry of Justice, overseeing a €108M budget and leading a 20-person division. • Established an Accounting Service Center within the Ministry of Justice, improving financial workflows and quality—this later evolved into the State Shared Service Center, expanding its scope across government entities. • Led the implementation of SAP financial accounting software, integrating strategic management with budgeting to align objectives and performance indicators. • Managed large-scale real estate projects, including the construction of Tartu Prison (1998–2002) and Viru Prison (2004–2008), as well as office building renovations (2002–2008).
