Senior Environmental Engineer

Environmental policy advisor for Secretariat of Air Force office. Former Air Force Flight Chief and Army General engineer, project manager responsible for: road construction, facility management, stormwater/wastewater project design, asset management development, biological treatment for industrial water systems for destruction of chemical/biological weapons. Acting Chief of Environmental - EMS compliance, emergency spill response, environmental program development, engineering manager. Project design/ scoping (stormwater, air, compliance, emergency spill response). Emerging contaminant treatment specialist (PFAS), PCB permitting, storage, disposal operations. 1. Managed over 120 people across multiple units with an annual operational budget of $12M as Air Force Flight Chief. Responsible for developing installation projects associated with housing retrofits, environmental compliance, and general health/safety needs to protect service members and their families. 2. Conducted negotiations and quality control oversight with contractors responsible for projects over $10M per year. Responsible for developing scopes of work, contractor selection, coordination with contracting officers and invoice quality control. 3. Designed lagoon retrofit recommendations to put old equipment back into active service (4 cell system, in conjunction with advanced biological weapons destruction water treatment system). Designed stormwater/erosion control systems for local base operations. 4. Developed PFAS sampling protocols, equipment recommendations, and sampling schedule consistent with DoD policy. 5. Designed PFAS spill response and hazardous waste response operations consistent with overseas DoD guidance for new waste streams unsupported by Japanese and DoD current practices. Led initial incident response for PFAS spills and designed modular water treatment systems for PFAS drinking water responses.

Program portfolio manager for rail industrial environmental projects. 1. Led projects for over 110 facilities across US exceeding $22M in annual construction/retrofit funding 2. Designed new in-house risk assessment process for use in equipment life evaluation and portfolio prioritization ensuring the right facilities got the right level of engineering for maximum efficiency. 3. Negotiated contract terms, punchlist warrantees and contractor selection for construction and repair projects. 4. Invented new biologically-based in-situ remediation alternatives for pilot studies at difficult to treat project sites, achieving initial results on par with traditional engineering products for 1/10 cost of hard-pipe solutions.

Managed over 115 facilities, 111 employees (at most), in the Western US for environmental, health and safety compliance. 2. Spearheaded compliance projects throughout Mississippi River valley ensuring permit conditions were met and helping to design 'get well' plans for non-compliant conditions in Air, Water, RCRA, CERCLA totaling over $5M per year. 3. Developed monitoring and training programs for local facility managers to ensure environmental compliance. Conducted classes for all media legal frameworks and conducted regular inspections of facilities as audit support and best practice recommendations.

Led over 45 people in chemical, biological, and nuclear training response as well as general military police operations. 2. Acted as Garrison Commander support for law enforcement operations, defending military base populations. 3. Earned Federal Peace Officer certification, first responder certification, HAZWOPER 40, and emergency incident commander certification. Close quarter combat instructor certified, specializing in convoy operations, room clearance, and infantry support operations.
