Human Resources Specialist

Assigned primary responsibility for planning and carrying out part of the formulation and development of executive personnel policies and procedures. Assignments include activities in all or part in the subject areas of recruitment, staffing, placement, pay and benefits for the executive cadre. Review and analyze new legislation, rules and regulations from Office of Personnel Management (OPM), Office of Management and Budget (OMB), Merit Systems Protection Board (MSPB), and Department of Defense (DoD) directives to determine impact upon DON policy. Formulate DON objectives and prepares instructions, notices and other regulatory and guidance materials and makes detailed studies or surveys of practices throughout the public and private sectors. Provide guidance to the organizational points of senior executive contacts in preparation of documentation necessary to support the establishment of individual positions. Review submissions made by customer organizations to ensure that they meet criteria for inclusion in the SES or at the executive level. Monitor the efforts of assigned recruitments to ensure organizations are in compliance with DON policies on areas of consideration and pay setting. Act as the system manager of the Executive Personnel System, a stand alone data system containing the information needed to effectively manage senior level positions and to provide a number of regular and recurring reports.

HR Specialist (Recruitment/Staffing/Classification)

Provided classification, position management, and advisory services to civilian and military supervisory personnel and staff of five medical departments within Tripler Army Medical Center while maintaining a workload of 50 plus personnel actions monthly. Applied a thorough understanding of classification principles, and concepts to interpret and adapt classification standards/guides to secure sound classification on positions. Advised managers on the position classification process and the use of various classification references and automated tools. Managed and maintained full visibility over all RPAs from cradle to grave and provided advice/assistance in all stages of the recruitment process. Advised management on recruitment strategies, special programs, and relocation and retention incentive programs. Provided guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria as well as assisting in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Processed and/or instructed customers on preparation and submission of personnel actions. Screened recruit/fill requests for personnel actions and related documents for completeness and accuracy. Responsible for the recruitment of professional educator positions throughout the DoD education system, with an emphasis on staffing Title 10 and Title 20 excepted service. Provided advice and assistance in situations for recruitment issues that were complex, requiring careful study in search of innovative solutions to recruitment and staffing problems. Developed applicant interest through an intensive and imaginative publicity campaign and through personal appearances at educator conferences, job fairs, seminars, and conventions. Provided technical guidance, materials, and assistance in recruitment to above school level personnel (e.g., area and district superintendents, Director of HR, superintendents of other school systems, and college and university administrators). Identified, planned, initiated, and executed imaginative recruiting sources such as social media channels, seminars, and job fairs to ensure a sufficient supply of well qualified candidates. Managed the educator intern program and assisted with the development and implementation of policy, procedures, and regulations for the program. Provided guidance, leadership, and assistance to management and applicants. Used the Defense Civilian Personnel Data System (DCPDS) to review, code, update, maintain and process personnel actions for the twenty-six (26) schools in my assigned school districts. Notable Achievements: Placed with the overall responsibility of recruitment for the entire DoD Americas Southeast School District, comprised of twenty-six (26) schools, within 90 days of hire.

Engaged in strategic staffing planning and advised management officials on procedural and regulatory requirements. Recommended innovative methods and strategies to resolve problems regarding efficient ways to bridge the gap in lieu of seasonal staffing shortages. Thus, manipulating the data to create visualizations (i.e. graphs, charts, tables) within Excel and PowerPoint to illustrate departmental progression and areas for improvement in each program area. Utilized HR Links to generate reports regarding various topics including organizational rosters, retention registers, retirement projections, length-of-service lists, and award lists. Other responsibilities included, onboarding all new employees, conducting Entrance On Duty (EOD) and new employee orientation, which required me to disseminate USNA and federal government policies.

Army National Guard | Dec 2008 - Dec 2016

Air Traffic Controller

Expedited and maintained a safe and orderly flow of air traffic. Provided air traffic services at remote landing zones, drop zones, pick-up zones, and temporary helicopter operating areas. Provided the capability for ground and air communications between an ATS unit and Army aircraft, other services aircraft, and allied aircraft. Controlled airborne and ground traffic. Operated and assisted in the installation/relocation of tactical air traffic control facilities. Processed flight plan data and maintain logs, records, files and tape recordings of voice communications. Deployment 10/2011 - 9/2012: Expedited and maintained a safe and orderly flow of air traffic within the Udairi Army Airfield class D airspace in Kuwait.
