Federal Highway Administration | Jun 2023 - Aug 2023

STIPDG Intern, Transportation Specialist

Interviewed for and selected from a highly competitive pool of candidates to be a transportation specialist intern in the Federal Highway Administration (FHWA) office in Connecticut. Developed a white paper for the Connecticut Department of Transportation under the guidance of the CT Division Transportation Planner and Division Engineering Team Leader clarifying eligibility for federal transportation funding programs in the context of legislative and population changes through the Bipartisan Infrastructure Law and the 2020 Census. Developed two chapters in the Appendix for the Division's Discretionary Grant Program Guide, one for sending discretionary grant documents to CT municipalities and their officials to improve the efficiency and response times of document delivery, the second for clarifying language regarding the submission deadlines and required documentation for BIP, RAISE, and SS4A Discretionary Grant quarterly performance/progress reports, under the guidance of the Divison Discretionary Grant Program Manager. Conducted a time series analysis focusing on determining the effectiveness of seatbelt laws in reducing the rate of highway traffic fatalities per 100 million vehicle miles traveled (VMT) to determine if there is convincing evidence based on these statistics for New Hampshire should adopt a seatbelt law. Analysis included examination of slopes over time with specific comparison of slopes before and after seatbelt enforcement, as well as forecasting of fatalities per 100 million VMT from 2019 through 2035.
