IT Planning and Integration Manager

Serve as Senior Program and Management Analyst to develop and implement programmatic and financial plans in the Chief Information Office (CIO/N6) of the Commander Navy Installations Command (CNIC). Compiled baseline CNIC IT budget by region, sub-function, and cost type to support the Program Objective Memorandum (POM) submissions for FY17 and FY18. Developed costing methodology for CNIC initiatives, as well as coordinating justification and impact statements from HQ N6 branches and regional N6 offices. Completed updates to certified obligations and out-year budgets for CNIC N6 within PBIS IT, the authoritative system to capture and report IT spend within the Department of the Navy. Identified necessary trade-offs within IT budget to support POM initiatives should external funding not be identified. Leveraged prioritization developed in the IT deep dive to maintain consistency in the IT budget approach. Coordinate closely with contract support staff in other Navy and DoD organizations to monitor execution of N6 functions supported external contracts totaling $57M in annual ceiling. Processed procurement requests to support specific tasks and developed budget estimates for projects in order to lengthen planning lead time and better manage contract ceiling. Closely engaged with CIO and Deputy CIO on issues regarding current year execution, FY16 budget development, and POM baseline and initiative management to ensure these products align with CIO strategy. Created supporting documentation and talking points to ensure that CIO and Deputy CIO were prepared to discuss these issues in depth with CNIC regions, HQ, OPNAV, and other command leadership.

As Enterprise Information Management Lead Project Manager, provide oversight and management for IT projects to automate CNIC business processes and provide transparency to critical data. Lead CNIC Enterprise Information Management (EIM) team. Identify organizational opportunities for business intelligence and process automation solutions. Leverage a standard approach to define and monitor scope, schedule, and cost for individual projects, totaling over $2.2M in FY14. Project management lead for CNIC iShore Initiative to integrate authoritative data to provide standardization, alignment, and transparency. Responsible for cost and schedule analysis on project totaling over $45M and 80 FTE across three fiscal years. Served as Project Integrator for the CNIC Integrated Product Team (IPT) effort to monitor, measure, and define the total cost of ownership for service delivery. Planned and managed execution of 27 IPTs with more than 150 members worldwide. Collaborated in the development and review of an installation and region staffing model for the Information Technology program, standardizing manning across 69 installations and 11 regions, covering over 350 billets
