• Playing a leading role in the review of the central bank’s key business processes and controls within the task of creating a more efficient and effective enterprise risk management framework in the bank. • Managed IFRS 9 implementation in the National Bank of Kazakhstan focusing on impairment, coordinating IT, accounting, and risk management streams. Results were implemented for the risk management purposes of monetary reserves of the central bank and their accounting in compliance with IFRS 9. • Played a leading role in the software selection, customization, and installation for financial risk calculation in National Bank, managing discussions and selection process with the top 3 rating agencies during the process. • In charge of operational and financial risk management of the National Bank, reporting to the Director of the Department and in his absence to the Deputy Governor of the National Bank.

• Managing IFRS 9 implementation review in local banks through a working group organized on the basis of the national bankers’ association. Disseminating consultations to the banking sector in terms of best-practice approaches in transfer from IAS 39 to IFRS 9. Results were adopted by the national association for the banking sector’s further guidance and National Bank’s monitoring. • Playing a leading role in accounting support for the asset quality review task force for the banking sector of Kazakhstan. Results were adopted by Bank’s working group for contract negotiations with a potential consultant and auditor. • Playing a leading role in the accounting stream of a task force formed by the National Bank directed at the merger of two biggest national banks. My participation ensured steps taken for proper due diligence and drafting a road map on the regulator’s side necessary for smooth transit of the ownership.

• Led a stream on treasury operations monitoring and asset-liability management. PwC was assisting on the development and implementation of a management information system in a newly established financial holding. The project consisted of four functional work streams (accounting and consolidation, planning and budgeting, treasury and asset liability management, risk management). • Managed delivering of a project to analyze and assess risk management policies, processes, tools and methods in the bank’s retail business (retail risk diagnostic review). This included loan granting processes, loan monitoring, scoring systems, work-out of the impaired loan portfolio and soft collection / hard collection. • Led compliance stream during merger of top local banks. Developed and had approved by both stakeholders “day one” readiness plan for bank’s compliance streams. Compiled local regulations matrix set as compliance guide for the plan. Supported treasury stream by leading discussions between bank’s chief accountants addressing the accounting policy differences in relation to treasury operations. • Managed a project for international subsidiary bank assessing its departments for compliance to local regulation on prudential regulation and accounting.

• Managed one of the streams in a due diligence analysis at a development bank, provided support for strategy team basing on the results of the due diligence. The due diligence focused on the analysis of the scope and size of the entities’ business activities, assessment of net asset values, as well as performing a benchmarking study against other development institutions outside of Kazakhstan. Based on the results strategic options for these entities were presented. • Provided key support to the restructuring team on local impairment regulation. Reviewed IFRS, regulation and Basel provision amounts, confirming their values for input to the business plan model (based on a good bank / bad bank split) for the formerly largest commercial bank in Kazakhstan. In another, subsequent project, supported the bank during an envisaged take- over by reviewing provisions on key corporate borrowers taken as input to a detailed business plan. • Managed internal audit outsourcing engagement for a local private equity firm. Audit was conducted on such areas as paid-in capital usage for core and treasury activities, financial reporting preparation and risk management. Improvement areas were identified and a correction plan was offered. • Managed consecutively for two years audit engagement for the IFRS audits for a local investment bank. • As a part of the international team of audit consulting services, led development of financial instruments’ accounting policy in accordance with IFRS for national wealth fund and conducted a seminar afterwards.

National Bank | Dec 2005 - Aug 2011

Deputy Director, Accounting Department

Managed activities of 35 accounting specialists. Responsible for accounting regulations for the National Bank, other banks and financial entities of Kazakhstan. Served as Acting Director during periods of absence of Accounting Director, and credited with providing seamless leadership and service to both internal and external customers. Played lead role in researching, consolidating and documenting accounting regulations in accordance with International Financial Reporting Standards, required by Kazakhstan's transition to a western based accounting system. Results were adopted without significant amendment for instructive dissemination to the country's private finance sector, including banks, insurance companies, and pension funds. Interacted closely with Kazakhstan's financial supervisory agency concerning national banking regulation issues, resulting in adoption of banking regulation on securities, derivatives and hedging in private sector, based on western principles. Consulted national tax authorities on accounting issues in order to facilitate national tax system's transformation to western based principles. Audited private financial companies' accounting systems, documenting inconsistencies and violations. Led a team of accounting specialists in the audit and remedial daily operation of a $250mln, problematic private pension fund, taken over by a regulator, resulting in full documentation supporting pension liquidation. Contributed accounting technical resource data, and developed the algorithm and business process for the bank's first automated bank statement consolidation, which when implemented reduced monthly processing time from 22 to 5 days, and labor content by 80%. The program served as a model for private banking and finance sector.; Responsible for development of bank's accounting regulations, policies and practices.
