Associate Information Management Officer

Development of the Information Management Unit: Designed and implemented a three-step strategy to transform the unit, focusing on creating interoperable information systems, improving data analysis capabilities, growing the team from 2 to 7 people, and producing high-quality information products. Information Systems: Developed six interoperable systems to monitor the progress of UNHCR and partner programs, covering migrant and refugee care centers, asylum systems, and movement flows. Monitoring and Evaluation: Implemented robust monitoring and evaluation systems using Activity Info to ensure the quality and effectiveness of humanitarian interventions. Data Management Innovation: Led the A2SIT innovation project, raising $120,000 for its implementation, enabling non-technical users to build severity indices easily. This project was adopted as a regional tool by the Regional Bureau. Interagency Coordination: Led all data-related interagency coordination activities for the Protection and Shelter Clusters in Guatemala, calculating severity and PIN calculations, and supporting the development of the Protection Analysis Update (PAU), the Humanitarian Needs Overview (HNO), and the Humanitarian Response Plan (HRP). National Surveys: Ensured the inclusion of displaced populations in the Government of Guatemala's ENCOVI survey, significantly advancing the understanding of internal displacement dynamics in the country. Capacity building and Evidence-Based Decision Culture: Strengthened data literacy within the operation, training UNHCR and partner staff from all professional backgrounds on the use of new data and information management technologies and producing two of UNHCR’s most globally used Power BI reports. Advanced Analysis and Visualization Technologies: Implemented advanced technologies (R programming, ArcGIS, Power Automate, Datamart...) to generate high-quality information products, positioning UNHCR as the main reference for human mobility data in Guatemala.

- Project Management: Coordinated information management projects to improve data collection, analysis, and dissemination, ensuring the implementation of quality and data protection standards. Supported the R4V reporting platform. - Monitoring and Reporting: Monitored and reported protection and humanitarian assistance activities, using tools such as Activity Info, OSMOSYS, Kobo Toolbox, and Power BI for data visualization and analysis. - Participatory Assessments: Coordinated 82 focus group discussions nationwide, recruiting and supervising 2 online volunteers to support the analysis of results using DEEP.io and Atlas.ti, advanced qualitative analysis software. - Information Management Strategy: Designed the Protection data strategy for the operation, leading initiatives for quantitative and qualitative data collection, and monitoring and evaluating UNHCR's response. - Interoperable Systems: Developed four interoperable information systems to report the activities of partners and government counterparts. Created dashboards in Power BI and optimized updates with Power Automate. - Data Collection and Monitoring: Coordinated four data collection processes, including Protection Monitoring, Participatory Assessments, R4V Joint Needs Assessment, and Border Monitoring. Designed forms in Kobo and ODK Collect, and supervised over 70 enumerators nationwide, analyzing and visualizing the results. - Innovative Reports and Models: Coordinated, analyzed, drafted, and published three Protection Monitoring reports and two thematic reports on the situation of displaced population in Ecuador. - Operations Expansion: Established UNHCR's presence in the Central Andean region, building relationships with local governments and refugee organizations. Developed several human mobility structures in Tungurahua, Chimborazo, and Cotopaxi provinces. - Community-Based Protection Strategy: Developed a comprehensive community-based protection strategy for the field office, covering peaceful coexistence initiatives in Quito and Sierra Centro.
